What would be his winning team? Obviously, it would include Pikachu, I don't think he will ever not use him, and Charizard and Sceptile would probably be used too, as they are also 2 of his strongest. But what else?

Well as you said he would be using his most powerful Pokemon, however in Ash's opinion, all his Pokemon are pretty good and for this reason he uses the ones that we would tag as bad or weak. If he was to use a team that might win him a league I would say:
Ash's winning Party
Pikachu: There is no way Ash would want to defeat a league without it. It has been shown to be a very experienced battler and has great speed and offensive abilities as seen multiple times in the anime. It has also defeated various powerful Pokemon including Legendaries and it has defeated a Geodude with electric type attacks, Pikachu will definitely be used
Charizard: Although Pikachu is Ash's main Pokemon, no one can disagree that charizard is his most powerful. It has great offensive abilities and it has defeated an Articuno even though it's wings were frozen, however it had a great type disadvantage
Sceptile: Just like Charizard, Sceptile is a Powerhouse in Ash's team. Like Pikachu and Charizard it has defeated a legendary but unlike the 2, this one had never been defeated and defeated the entire league (we can assume that Tobias didn't defeat Cynthia since she retains her title as league Champion)
Krookodile: Krookodile is one of the few Pokemon on Ash's teams that has ever defeated a dragonite. It has great speed, offense and is shown to be very skilled in battle as well as sharing a special bond with Ash. With access to powerful moves stone edge and cruch, krookodile will be one of those Pokemon that Ash should use if he is planning to ever defeat a league
Staraptor: Why wouldn't Ash use his probably best flying type ever? Sporting a great offensive side it will definitely be doing some damage. Due the presence of great obidience, Staraptor should be the best Pokemon to perform Ash's commands the best only outpaced by Pikachu
Gliscor: Before it went for training and took a break from Ash's team, Gliscor was a fierce Pokemon in battle and a good listener. Who knows what kind of damage it will be doing now that it knows how to use it's flying abilities to the fullest
Infernape: Yes I know we already have a great fire type, but this is the anime, so hey who cares? Besides this Infernape is one deadly Pokemon and probably the deadliest between Ash's Pokemon because we all know what happens when Blaze activates...
I think that Ash would win the at least one league when utilizing these Pokemon
