Why does Silvally get the pledge moves?

So, I was looking at the pledge moves and I happen to see Silvally. Only the starters get the pledge moves, so why does Silvally get it, but not Arceus?

The reason why in my opinion is this. The starters get pledge moves because pledge moves represent the results of bonding and companionship between a trainer and a Pokémon, creating a powerful attack. That’s why pledges can combine and “make a rainbow” and stuff in double battles. Silvally, unlike Arceus, evolves through friendship AND can change types via memories.
