This Move Tutor is found in Circhester by the hot springs. Dragon-type Pokémon can all learn this move, but only if they have maxed-out friendship with you. The move has a whopping 130 power, but it’ll lower the user’s special attack by two stages after being used.
You first need to achieve max friendship with your Hydreigon and then take it to Circhester.
